We administer the City of Buffalo Owner Occupied Repair Program for the Fillmore Council District. Depending on funding availability, we also administer housing rehab programs funded by New York State Division of Housing and Community Renewal and the Affordable Housing Corporation.

The Urban Center has partnered with Gateway Longview to build a 12 unit building on Madison and Monroe Streets in Buffalo, NY. The Matt Urban Center would build and own the building and Gateway Longview would place tenants who are aging out of the foster care system. This development would be serving an underserved population between the ages of 18- 21 in a supervised living environment. The tenants may or may not be single parents, both male and female. The 2 story building will be built on 7 lots (currently vacant). Preliminary drawings of the building show the exterior will be brick with cedar shingles and there will be and attached playground. There will also be a day care (for tenants only), an educational learning lab with computers, onsite case management, and linkages to other Gateway Longview services.

The Crescent Village Project consists of a comprehensive approach to rebuilding a small section of the Broadway Fillmore area of the City of Buffalo. This targeted area of the Broadway Fillmore District has been plagued by abandoned houses, spot demolitions, pre 1920 construction and is considered to be an area of slum and blight. Approximately 12 years ago the Darul –Uloom Mosque opened on Sobieski Street and its members started to populate the surrounding area. These new residents purchased existing homes and renovated them, reduced crime in the area and embarked on a multi year project to renovate the 16 block area around their Mosque. Over the last 2 years there have been a series of community meetings with the Mosque members, the City of Buffalo Office of Strategic Planning and the Urban Center to plan for the growth of the community. This comprehensive project consists of building new energy efficient market rate and grant subsidized houses, as well as rehabilitation of some of the salvageable, existing housing stock. In addition to the New Build and Owner Occupied Rehabilitation Projects, the agency has been working on several acquisition- rehab- resale projects. Through this program we rescue houses that have been slated for demolition and turn them into quality sustainable homeownership opportunities. This Project is open to people of all faiths and backgrounds.

Housing Court Liaison and Receivership Administration
The Housing Department continues to serve as the Fillmore District liaison for Housing Court. In this capacity, we represent the district in court and work to address quality of life issues for our residents. Through the Receivership Program, Housing Court Judge Nowak appoints the Matt Urban Center to make necessary repairs and address code violations in rented neglected properties throughout the City of Buffalo. Currently, we have over 80 units in receivership. The Housing Department has been working closely with the Homeless Outreach Program to place displaced tenants as a result of City Court Order’s to Vacate.

 

Community Development

The Housing Department continues to attend the East Buffalo Good Neighbors Planning Alliance, Weed and Seed, and the B roadway Area Business Association meetings to provide support and market our various programs.

 


Acquisition Rehab Resale
Lease Purchase Program


The Lt. Colonel Matt Urban Human Services Center of WNY (Matt Urban Center), as part of the City of Buffalo Office of Strategic Planning network of Community Housing Development Organizations (CHDO), has just completed the rehabilitation of 2 houses, 103 Sweet Avenue and 160 Clark Street( JUST RENTED!). The goal of the CHDO program is to aid the City of Buffalo in the stabilization of distressed neighborhoods through acquiring dilapidated homes, rehabilitating them, and selling them to low-income first time homebuyers and renting them through a lease to purchase program. 103 Sweet Avenue and 160 Clark Street were abandoned and blighted for several years. The Matt Urban Center saved both of these houses from the city demolition list.
These houses represent a wonderful example of single family, one-and-one-half story front-gabled workers’ cottages with Craftsman style front porches. Both houses are new inside and out and include new windows, kitchens, bathrooms, flooring, siding, plumbing, updated electrical systems, furnaces, hot water heaters, new ADT alarms and more. Both houses are lead safe. 103 Sweet is still available for sale/or for rent through our lease purchase program. This wonderful homes are currently for sale for $23,900 or for rent for $650. Very low income households may receive additional assistance to make these houses more affordable. If you are interested in more information, please contact the housing department at 893-7222 x 1.
Under the lease purchase program, all rent is applied to the purchase price of the home and after the rental term of about 3 years, the home is then transfered to the tenant.

Leslie has been with the Urban Center for 5 years. She has her Bachelors in Policy Studies from Indiana University and her Masters in Urban Planning from the University at Buffalo. Leslie has worked on various housing and community development programs to bring about social change and improve the quality of life for residents of the Fillmore Council district . Through her work with the community, she  identifies needs and opportunities and develops and implements programs to improve the lives of the residents.

Erica joined the
Urban Center in 2008.  She has her Masters in Urban Planning from the State University of New York at Buffalo.  Erica has worked on state and federally funded housing projects throughout New York State
.  She stays busy writing grants, managing our owner occupied  housing rehabilitation programs, and providing support to our Housing Court Receivership Program.

Tony has worked in the Housing Department at the
Urban Center since Summer 2006.  Before joining the agency, he worked in the City of Buffalo
’s Office of Strategic (OSP) Planning for ten years after spending over fifteen years in the not-for-profit sector as a community organizer, researcher and public policy advocate.  His decade of work in City government included monitoring and reporting to track implementation of Federally funded projects, as well as research and staff support for the City’s Environmental Management Commission.

Dan has worked for the
Urban Center since the Summer 2007. His background is in architecture, construction technology, and construction management. Dan specializes as our Residential Construction Analyst and provides support to the housing department doing feasibility reports and construction project management.
